Morocco gov issued a border closure notice on 11/28 for incoming flights, and since RyanAir was still operating there, I opted to still travel. Return trip that got cancelled was on 12/02. - No, I don't think so. I don't think your flight was cancelled for a covered hazard for either Trip Delay or Trip Cancellation/Interruption.
However, since Ryanair cancelled the flight less than 14 days ahead of time, that means you should be able to file a EC 261/2004 claim for cash compensation. They also should have covered your rerouting and hotels/meals for the longer journey so you may be able to get those reimbursed if they didn't offer. But that's for another forum.
