No, I am pretty sure this is incorrect. I don't think it is paid for by your prive agent. The agents in the Prive thread have explained that the booking form with amenity selection is simply your stated preference, which the agent will share with the hotel, but ultimately it is the hotel's decision as to what they are willing to provide.
That said, I would let the agent know there was no welcome amenity. They certainly want to know what the hotels are doing on their end and perhaps even advocate for you when warranted.
