No, it's service dogs only everywhere The Star Alliance carrier with the most liberal service dog rules is SAS:

The only airline I know where it is possible to fly with a non-service dog in the cabin is WestJet who have a "specialty dog" category (now freshly renamed to "working dog", and the part about "or to provide comfort therapy to another individual" is not listed anymore ):
