No, it's service dogs only everywhere The Star Alliance carrier with the most liberal service dog rules is SAS: https://www.flysas.com/en/travel-inf...ds/assistance/

The only airline I know where it is possible to fly with a non-service dog in the cabin is WestJet who have a "specialty dog" category (now freshly renamed to "working dog", and the part about "or to provide comfort therapy to another individual" is not listed anymore ): https://www.westjet.com/en-ca/pets, old version of rules : Flying WestJet with your pet | WestJet official site.
