When you went through the process online did you get directed to a page headed “Apply for a voucher” and fill that in? Unless you had no need to use at all for avios all the way up to September 2023, you may have been better off just keeping the future travel voucher as you wouldn’t have lost anything that way. You can cancel the FTV as you note, but you then incur the usual $55 per person cancellation fee taken from the cash portion on the voucher.
The process started out with a choice of changing my booking or getting a refund. When I clicked the refund option, the next screen said I'd get a voucher but I assumed since the previous one said I'd be refunded, and the original flight was cancelled, that I'd be refunded. I was wrong. I didn't want the voucher because I don't have status on BA and can't redeem it online, meaning hours long phone waits to use it. Of course I wasted hours anyway so I'd probably been better off in hindsight leaving it alone. It was also not clear whether the voucher could be used for travel by someone else, where if I redeposited the points, I could use them for anyone.
