So a 10 year passport is really only good for 9.5 years. What immigration objective is served by such foolishness?
Why not just demand that travelers tell immigration (on the way in) the date of scheduled departure, and if the passport is valid for THAT number of days, then entry is permitted?
One true/false rationale/excuse I heard was that in case of serious medical disability it is possible that said person's passport would expire and the traveller would be incapable of readily getting a new passport or an extension of the validity of their expiring passport and thus become "illegal".
