From what I saw the CBSA says that you should have a quarantine plan. They may select random travellers for testing on arrival.

"You are not given the fully vaccinated traveller exemption at the border (eligibility will be determined at the border)" That is the quote from their website.
.So I see no problems so long as he has a plan in case he is needed to quarantine. Flying of course makes it much easier.
