Adding a related question-- when my partner, who just bought a ticket JFK-AMS-BOM, enters on the DL website his nationality and place of residence, he gets "NOT ALLOWED TO ENTER INDIA"--- does that seem correct?

He's an Indian National, Indian passport, resident in USA.
I'm seeing this on the KLM India fact sheet:

SCOPE:USA

Starting 1st January 2021, the “bilateral air bubble” agreement between India and The United States permits partner Delta Air Lines to codeshare with KLM and fly passengers between India and USA via Amsterdam.

Is this still accurate?
​​​​​​​Concerned that DL will deny boarding in JFK because of these issues.
