You can try to have the UA agent at SFO interline the bags SFO-DEL-STV and hope AI just accepts the bag at DEL transfer desk or check-in without weighing.

Btw, AI domestic allowance is 25 kg (+ 20 kg extra for *G). They don't really care about pieces as long as total weight is below the limit. It's Rs 600 per extra kg over the limit.
