It’s possible that seats were purchased via other channels (ie OTAs) where it is not possible or is difficult to select seats at the time of purchase, and the people never went to AA.com or another AA channel to make seat selections.

Or they were sold via a codeshare… we all know the hassle it can be to get a seat assignment when purchasing a codeshare.
