I hope someone can come in with a solid answer. I can only add anecdotally that my PQPs seem to post all over the place, no clear rule. My statement period ends on the 28th, and my PQPs this year posted to UA on Mar 18, Jun 24, Sep 30, Nov 11 and Dec 2. I always pay on the 25th, so you can see there is wide range of times between statement end, or payment date, and when they post. It seems to imply, but I would be amazed if Chase let United know on some dynamic basis that you cross the $12k spend point.
I'd be inclined to do whatever I could to get it on my statement ending (presumably) in a couple days, but I have no idea if you would get the PQPs in time, even if you immediately paid the bill.
