I do not see how you can say that TSA screeners do not know basic English...
FACT: Part of the screener assessment consists of basic English, to include spelling, grammar, reading comprehension, and audio comprehension.
FACT: There have been people that could not pass this portion and were not considered for employment.
There are some screeners that may have strong accents, but they can speak and comprehend English just fine.
