I'm no TSA apologist by any means, but I can honestly say I haven't found TSA screeners to lack basic English verbal communication skills. The ones I have interacted with (verbally) all seem to have been able to form and understand complete sentences in the language.
I can't say the same for contract ID checkers or pre-TSA screeners, but that's another issue.
Also, I'd have serious qualms about deploying the military in this sort of role, and so would a lot of others (including the Congress). I like the military, but I think they should stick to what militaries do best, which is killing people and putting the fear in bad guys that imminent death will result if they act up.
