I have upgraded from Sydney to Doha at the airport, so it can be done, however it seems they only have a few seats available for day-of upgrades from outstations, regardless of how many seats are empty in J. I've been denied an upgrade in that scenario because other people got there before me yet there were empty J seats on the flight. I guess it has to do with catering...
