The CY I've been frequenting in Brookfield, WI seems to use fitted sheets approximately 60% of the time. And I much prefer them myself.
I suspect that the reason they're not used more often is that the bleach and commercial-grade detergent used in hotel laundries degrades the elacticity of the corners, and they don't "fit" as well after a while.
True about not fitting as well after a while, but the real reason is that fitted sheets simply cost a decent bit more to buy than non-fitted.
