You need to go to your points dashboard (Homepage -> Click your points at top right -> Points Dashboard), then click "Book a Flight"

Then once you get to the traveler details, you can change who the booking is for. For some reason their new site doesn't let you book for others, but the legacy site does (even though B6 states you may use points to book for other travelers).
