At least on the USAirways side, I don't think this was the case. On AA, I was able to call and request an advance comp upgrade to 767 business class when on a full Y fare a few times.
Not sure about the US side. My experience was all with AA. And I am wrong. They were sold as 3-class on transcons but 2-class on other routes.
