Are you sure there was ZERO change? IME, any change can trigger this:

Flight number change (even if times are generally the same)
Carrier change (personally, Ive been having a lot of OO vs ZW)
Aircraft change (a couple here I've had changes on 00 flights of getting a CRJ200 vs E175)
