Has there been any clarification or confirmation that for arrivals from countries other than the US and the African countries, "quarantine" just means at-home isolation?

I know this creates bad incentives (and I have a frequent traveler friend who was thrilled when he tested positive for covid earlier this year for exactly this reason), but the reason is if you've contracted covid in the past 6 months, a test may still pick up traces of it today even though you are no longer a transmission vector and they simply can't distinguish.
