Pretty sure the Executive lounges are still closed at both properties. I know Hilton Manila laid a lot of staff off due to the pandemic, so I have lost my contact with HIlton's Executive lounge not sure about Conrad. Hilton is right across from the Airport, where Conrad is located in the Mall of America area, not sure what your plans our for your stay. FWIW you seem to get a lot more people are doing staycations at Conrad than Hilton.
