Repricing single leg not possible anymore?

If I recall correctly it was perfectly possible to change and reprice a ticket's outbound leg and not be penalized for any changes in fare in the return leg, but just called and they say now they have to reprice the full ticket, "a recent change in policy"?
Hitting this problem as I have an award ticket JFK-CDG-JFK and the JFK-CDG has dropped in price but the CDG-JFK has gone up, and the agent said she couldn't just change the JFK-CDG since the CDG-JFK repriced to the higher.

Any thoughts on this? I hadn't heard about this and had done this multiple times in the past...
