That is my understanding, certainly for airside transfers. However in the early days it would not surprise me if airline check-in staff require the test (and the final destination may require one anyway) until custom and practice gets embedded.
I think previously the problem had been in Timatic it just said arrivals need a pre departure test without an explicit statement that those doing an airside transit did not. Obviously you could argue that by saying arrivals you didn’t include those not going through immigration - but you can see why there was confusion.
