I am unclear when one would want the rolling cabin bag instead of a standard rolling carryon since the latter is so much larger. Unless you could take both together as carry ons? I am intrigued by the non rolling cabin bag too!
I am considering buying a wheeled carryon. I was considering the two wheeled domestic and then was considering the international 4 wheel ( I don’t think it comes in two?). Now I have these additional considerations.

I purchased the 'international" version carryon because I wanted to fit most airlines. The domestic size should fit most airlines. I've been on one plane that my international size didn't even fit in the overhead believe it or not, and had to be gate checked after I was already on the plane.
If you only need "one" carryon, then I would recommend the baseline domestic spinner. If you like a personal item and carryon, I would recommend the expandable cabin bag (231x) and the domestic carryon.
I do a lot of different type of traveling so "sometimes" I bring my international spinner carryon AND the rolling cabin bag, due to several factors that probably don't affect most travelers. That's because I have one hotel I might use as a base and then go to a different tourist area for the day/evening and spend the night and have the small roller bag I can use. Or I use it because it I fill it up with the most heaviest items and don't want to carry all of that on my shoulder with the "expandable cabin bag". And I can use the rolling cabin bag and place a foldable tote bag on top of it that has the slide in sleeve and don't have to carry anything. The rolling cabin bag is also good when you go on a cruise, because you can take your carryon spinner and the rolling spinner (as a set stacked up), and check the carryon for later delivery to your room, and still have the rolling cabin bag to take along with you to the ship, which is usually a good walk through the terminal and eventually to checkin and then to your room. And when you leave the cruise ship you just put both pieces back together and roll away when you leave.
But, for everyday airplane travel, I would recommend the domestic spinner and the expandable cabin bag. The expandable cabin bag holds more and it's more accessible than the rolling cabin bag. Meaning, it's easier to access items in the expandable cabin bag by section and the zippers are easier to close. Rolling cabin bag is just a big pit where you throw all your crap in basically. But, the expandable cabin bag is the best of all the bags/luggage I own.
I'm on a trip now and have my international spinner and the expandable cabin bag.
