If you have a blue basic fare, you are not allowed to carry on a bag that does not fit under the seat. On your boarding pass it will be either group E or F and will state no carry on bag allowed. Those at the gate will check and you will be charged $65 per bag. This happened to me in SLC. My fare was booked via chat back in August because I was having issues with my travel bank, with no mention of carry on bags. I didn't pay attention to anything until it was too late. Our two carry on bags had wheels and even though they were on the smaller side, I still got dinged. $130 total. The gentleman at the gate said that all bags with wheels will trigger the $65 charge. I am a Jetblue Plus Mastercard holder which meant nothing to him. This card is supposed to allow you one checked bag and I was hoping to get at least one of the bag charges waive. Nope, I was still charged for two and even though it was an honest mistake I had to pay up.
Sounds like a buyer beware situation. But yes, Blue Basic does not include a carry-on bag at all -- you'll have the option to pay to check it. Sorry you had to learn this the hard way.
