One guy arriving via QR818 on 24/11 , who was transiting, was stuck at HKG airport due to visa issue.
he did a pre-departure test on 27/11 at the airport and was confirm positive with the omicron.
so for 3 days he was at the transit area. How many people he will come into contact with ?
I think in the first place, he should not have allow to board QR818, since he does not have documentation to enter the 3rd country.

Sounds like a screw-up by QR rather than a transit issue. After all, QR could have allowed someone who cannot enter HK onto the flight too.
On the table at CHF and DOH at the present time is setting requirements for transiting pax at HKG. (preflight PCR test and/or vaccination)
