I checked in on June 19th with AC staff at Seatac Airport, I spent almost an hour where they checked every travel document that I needed thoroughly including my COVID-19 test result document and my online HR government QR for entry to HK and they found that all my documents were in order and valid before they allowed me to board AC flight AC8090 to YVR. If my documents were inadequate in any way, why did they let me board after spending almost an hour checking all my documents? I would have prefered to be denied boarding in Seattle because the costs and inconvenience at that point is minimum.

AC staff att SEA don't deal with a flight to HKG. It is possible they let you board because they believed you were good, but knew YVR would verify.
I've checked in for flights to ATH before. Agents had no clue a PLF form was required. Agents at connecting city did.
