I guess more than anything I'm looking for how/to whom to escalate this.
The PNR is active and the booking looks fine. My flying blue number is even attached to my name there, but KLM told me that I no longer have an account.

I would strongly advise against doing that. For one thing, you won't be able to associate a new Flying Blue account number with this Flying Blue award ticket.
Of course, this means that you are now "stuck" with the ticket; if you try to cancel it, you will almost certainly lose the miles.
PS: is there any chance that the miles for your October 2019 Air France flight actually posted to your Delta Skymiles account?
I believe that there were leftover miles, yes. I am sure the AF flight credited to the flying blue account. And yeah I am especially concerned that the miles are now at risk of loss should the ticket be cancelled...
