Just checked on the Dutch Ministry website. It is based on the departure time of the flight and not the arrival time. If the OP is travelling from the USA they will only need the test if their connection takes longer than 12 hours and/or they leave the airport during the connection time. There is an online check engine, but I can only find it in Dutch.
