Not sure what the issues are stemming from you folks are encountering. I live abroad and use a Google Voice number when possible for these matters, and I had no issues registering the card and setting up the app.

There was an issue adding it to GPay, which required a true residential US IP address and a scan of my US driver's license. For that I used a Google Fi SIM that can be selectively paused and unpaused as needed.
