I recall in ICN a few years ago, everyone checking in a bag was asked to sit near the check in desks until the bags had been approved. Never seen that anywhere else in the world. But given the numerous items banned from checked luggage, it's sort of surprising it's not more common.
There’s a good few airports where your luggage is tagged and then you take it to a scanner before it goes into the system (yes, I had a power bank caught once, at TPE I think - d’oh)
