I don't think I could set it up with a virtual US phone number since it requires either a mobile phone or a landline (not a virtual) number. I did set up my google voice number with a virtual US number. This virtual number will be used for the initial setup only. Once you have your google voice number you can download the google voice app on your IOS/Andriod and change the settings to receive and make calls directly from the app. The app will simply work as a second phone number for your phone. I've been living overseas for 10 years and have been using google voice ever since to manage my finances.
What I meant by the call is an automated system call. You will be provided with a pin code which you can use to sign in.
I hope other US expats members share their experience as well.
