After tearing my hair out for a while, I realized I needed to do it through the app and not the web page!

The card doesn't show up for my wife in her app though (because?) she is an AU so it is not clear how she gets upgraded

Also, we have Priority Pass through Amex Platinum (who dropped the restaurant benefit) and the Priority Pass website errors out if we use the same credentials for the new application I tried again and it worked
