I am sure there are many very knowledgeable folks here who could do just that. I believe this whole discussion is relevant to the question posed by the thread title and am intrigued reading the posts full of information, much of which I know to be posted by those who definitely know their stuff.

That said, safety, order, and overall maintenance of appearance of an urban area, even one of the relatively moderate size of the Greater Bay Area, is possible and is done elsewhere. That it is not done saddens me as an original Bay Area kid.
