In many parts the world age limit is 99 (or greater) or if you walk & breath you can stay. Germany used to have a 26year age limit. Not sure if that still exists
Different counties ~ properties market to a different client. In UK YHA not uncommon to have retired people staying in rural properties.
YHA's have changed over the decades. The quality of the properties can vary a lot
