On most routes, you will still have to pay to check a bag on a Blue fare. (JFK-LON is an exception; there might be others.)

Blue Basic passengers get boarding passes marked to alert the gate agent that carry-ons are not permitted. On a regular Blue fare, the boarding pass will not have that language, so the carry-on will be allowed; no bag tag needed for a permitted carry-on.

Also, when you buy a Blue fare, you are not paying for a carry-on; you are paying for a fare that permits a carry-on.
