I doubt it's cost-cutting measure though. How much does it really cost to load a pack of chocolate powder, heat the milk and serve? Even a $40 motel I stayed at will offer hot chocolate powder, and yet CX F-class can't afford it???

Not to mention pack of powder would definitely cost less than all those chocolate bars consumed in the process. I guess they just ran out for that flight.
