Not saying that it's not a valid (and interesting) question, but in the end, it probably doesn't really matter all that much.
Wouldn't Hertz require the renter to fill out an accident report upon return of the vehicle, even if LDW had been purchased? Lying about the circumstances of the accident on a business record might constitute a crime in some jurisdictions.

If any damage were caused to the rental by a hotel valet, wouldn't the hotel -- or its valet company -- be liable for the damage?

And, of course, if the valet were to hit a Pole, or a Hungarian, or an American, third-party liability would be implicated.
