Blue fares include a carry on bag, so that is correct.

I already stated my thoughts on your fanny pack. If you are that concerned about it, take it off and put it inside your messenger bag. If it is still within the "personal item" dimensions then you are fine. If not, be prepared to have it checked and have to pay for it. Or just book the Blue fare.
