In principle maybe, but not necessarily always as Raynan is highlighting for IC ANA Tokyo. There will be Classic Club which is renovated, but seems to bear the "classic" moniker that was previously solely associated with the more run down, old rooms on the lower levels.

Also I'd doubt you'll get upgraded from Classic to Premium / Premier and rather Classic type 1 to Classic type 2 so it'll become even more confusing which room to book to get next higher "level". IC Strings may move you from Classic mid-floor to Classic high-floor. Which reminds me, the funniest thing (in a way) at IC Strings is Classic with shower and bathtub in one is one category and rooms that have it separate are another .

Admittedly, this may be more extreme for certain properties than others and some of the Tokyo ICs maybe be exceptions in that area, but to be seen.

I also saw weird room descriptions appearing at IC Bali, but I'll see what it settles at as it seems to be still changing. YMMV.
