The ultimate remedy is a complaint to the Department of Transportation (
Air Travel Complaint Form). It's illegal for an airline to assess additional charges on top of the price displayed on the website and/or after it's already issued a ticket.
Follow up question, you did purchase this ticket from United on its website? Not from an online travel agency?
Yes, I bought from the UA website. I'll give the Customer Relations folks a call again. Thank you for the suggestion to file a complaint, although I feel like it'll probably take too long for that to have any effect on the immediate problem? Hopefully someone at UA has some common sense.

No, nothing special in booking the reservation, just straight through the UA website. Apparently they are both on hold, but that's another thing to clarify with Customer Relations. Thanks for thinking of that!
Just got off the phone with a perfectly lovely Customer Relations agent who not only confirmed that my reservations are fully ticketed, she corrected the middle initial and I've already received an email reflecting the change. She didn't say it, but it was pretty obvious that she had no idea what the Reservations agent was talking about. Now I can begin to complete the Travel Ready processing checklist with a ticket and a passport that match! Thank you to all who responded with help. I felt like I was spinning my wheels!
