Well seems that somebody at Hertz finally fixed this, and I can now enter my mobile number in order to make a reservation.

Catch is - there is no option to keep them from sending you texts to your phone. You are forced to put in your mobile number, then sent several texts in a row after making the reservation and only then have the option to reply STOP to opt out of further Hertz texts. Idiotic
