Minimum amount for meal in case of delay?

My Ryanair flight was delayed by 3 hours, so we received a meal voucher for 4 euros (four!!!), and this flight was leaving at 12:40 PM, so sometime around lunchtime. Whenever I had meal vouchers for delayed flights they wear for around €15, what the hell can you buy for 4 euros at an airport?! So of course I had to add more money to buy an actual meal. In the SMS Ryanair sent Dave mentioned this money was for a "snack", so obviously in their opinion it was not meant for a complete meal.

I could not find anywhere in the EU regulation if there is a minimum amount for a meal or if there is any rule in relation to flight time which determines the difference between reimbursing for a snack or for a meal. I guess this question applies to any airline.
