The weight and size of the two bags will be under the limits for one checked bag. Am I likely to suffer grief from doing this, i.e. being charged extra? Or can I convince the powers that be that I'm meeting the spirit of the rules. I imagine not, but the charter flight from EZE>USH says one checked bag, 23kg, no more (i.e., no paying for extra luggage). They seem concerned with total weight rather than number of bags. I have a lightweight duffel bag I could put the smaller bags into so as to get around the limitations. Airlines are American and Aerolineas Argentinas if it matters.
So what specific constraints has the charter or tour operator specified in terms of luggage?
