i would expect that to change soon.
previously flights to Singapore(or Changi transit) require PCR test for pre-departure
now it is possible to show "professionally administered ART or PCR" as pre-departure requirement, for entering singapore via VTL/non-VTL flights (transit still seem to require PCR)
