Hertz customer service is beyond totally useless these days. The email line just tells you to call with any issues or gives a canned irrelevant response, and as you noticed calling provides zero help. Don't even bother with Twitter, they only post marketing propaganda every now and then and don't reply to anything.
What I've found is that you cannot use points unless the location type is 'Corporate'. And apparently they dumped all of the Caribbean rental spots and converted them to 'independent licensee' which means no award rentals. So rates went up and you can't use your points = another devaluation.
But other than that, as has been reported the Hertz system isn't even allowing award redemptions for next year at all. Even if I want to pay at an 'international' location the dysfunctional website won't even let me. Their outsourced IT is pathetic
