Yes - there is a walkway indoors that starts on the very south side of the new TSA buildings and takes you to Terminal A, where there is an underground walkway to the rental cars in the parking garage.
As the previous poster mentioned, the alternative route following the signs through the B/C garage is probably easier, though outdoors.
