Yes, that works at some brands. Marriott International officially has 30 brands.

The lounge and breakfast benefits vary by brand, geography, and resort vs. hotel. Also, there are exceptions for specific properties. The details are all there in the Marriott Bonvoy Terms & Conditions.

At some brands, generally most (but not all) full-service Marriott Rewards legacy hotels (but not resorts), Platinum Elite (and above) members can choose between 750 points and "continental breakfast" (usually full breakfast) in the hotel restaurant if there's no lounge or it's closed. It's the guest's choice, not the hotel's choice. This is in addition to the welcome gift.

At some other brands, notably full-service SPG legacy brands and Marriott Rewards legacy resorts, if you pick Marriott Bonvoy points as a welcome gift and there is no lounge, you do NOT get breakfast in the restaurant or 750 points. But the flip side of that is that daily breakfast in the restaurant for member + 1 is a very valuable welcome gift — much more valuable than 1000 points or a $10 F&B credit — and restaurant breakfasts are usually much better than lounge breakfasts. It's a nice welcome gift option, especially on vacation.

It's all ridiculously complicated, but it's the result of acquisitions and mergers over the years, especially the acquisition of Starwood by Marriott International.
