Speculation, but UA likely doesn't offer "Saver" PE economy because PE is targeted at business travelers, not those redeeming points for leisure travel.
so basically like how ANA(NH) sells its Premium Economy product on TPAC routes. I once saw an entire ANA Premium Economy class cabin where EVERY passenger was wearing business suits and ties throughout the flight.(NRT to LAX) It was more "business" class than the actual business class.
