From my cruise experience, the agency must have some type of relationship to utilize the credit - my former agency was unable to do so but my current agency (not sure if I can mention the name) not only provides me the Amex cruise credit, they also provide discounts and other goodies but as mentioned before, requires booking in a specific category or above. If you want the name of the agency, PM me. I would never book directly with Amex travel because it is the most expensive way to go.
