It looks like there are a few workarounds with Delta...but boy do some of them seem clumsy. "Fees on a mileage ticket" seems like the most effective option (particularly if that "hits" on an other-airline award redemption, given some things like APD from the UK).

[Of course, I say this as a guy who once spent a day driving around to every Office Depot [IIRC] in his area to buy discounted gift cards and then another week or two liquidating them via RedBird, so it's all relative...]
