When booking through American Express Travel, is the payment processed by Amex Travel or the cruise line? The current Amex Offers require the payment to be processed by the cruise line.

If not Amex Travel, any recommendations for travel agents who can apply the Amex Platinum Cruise Privileges Program credits?
